DALLAS - Gov. Rick Perry on Thursday announced a $71 million plan to create a network of 35 special academies to educate thousands of minority and economically disadvantaged high school students in math and science.

The funding comes on top of the Texas High School Project's existing base of $130 million, which was announced by Perry in 2003.
